About this position We are looking for a Jamaica-based consultant to provide start-up and convening support to a technical cooperation on agrifood finance during its opening months, covering the logistics and coordination of a small number of start-up meetings and workshops with national counterparts, and day-to-day support to the operation’s tracking of deliverables and budget. The Inter-American Development Bank (IDB), through the Agriculture and Rural Development Division (PTI/ARD) and the Capital Markets and Financial Institutions Division (IFD/CMF), is executing the Technical Cooperation JA-T1254 in support of the Ministry of Agriculture, Fisheries and Mining (MOAFM) and, in coordination with it, the Ministry of Finance and the Public Service (MOFPS). The operation examines how public financing could be used to mobilize private capital into resilient agrifood systems in Jamaica, across a range of instrument options that includes a bond issuance with or without an IDB guarantee, a guarantee on part of the Development Bank of Jamaica (DBJ) credit portfolio, a guarantee on a public-private partnership, and a debt conversion structured around resilient agriculture outcomes. It then prepares the option the Government confirms. Several specialists will be mobilized in parallel under the operation, and the opening months carry a concentrated set of start-up meetings and small workshops with ministries, national banks and sector counterparts. This assignment provides support through that start-up period. It is deliberately short, so that the shape and duration of any continuing support can be assessed against what the start-up period actually requires. This is a hands-on coordination and logistics role. What this position supplies is the in-country organization that makes the start-up period run: getting the right people in the room, preparing what they need, capturing what was said, and keeping the operation’s trackers current. You will work with the Agriculture and Rural Development Division (PTI/ARD), part of the Productivity, Trade and Innovation Sector. The Division supports Bank operations in areas related to the agricultural sector and rural development, contributing to better management and sustainable use of natural capital, to food production, and to productivity growth as a basis for the region’s economic development. The Division also advises Bank Management on strategies, policies and guidelines in its areas of competence, and provides technical advice to countries, executing agencies and other divisions during project execution What you’ll do You will carry out the following activities, in coordination with the Bank’s technical team: Prepare a start-up logistics plan and a counterpart contact list covering the Ministry of Agriculture, Fisheries and Mining (MOAFM), including the Rural Agricultural Development Authority (RADA), the National Fisheries Authority (NFA), and the Agro-Investment Corporation (AIC); the Ministry of Finance and the Public Service (MOFPS) and its Debt Management Branch; the Development Bank of Jamaica (DBJ); the Planning Institute of Jamaica (PIOJ); commercial banks; producer associations; agribusinesses; and sector associations. Organize the logistics of two to three start-up meetings and small workshops in Jamaica, including scheduling with counterparts, venue and catering arrangements, participant invitations and confirmations, materials and participant packs, and on-the-day coordination. Support the specialist consultants delivering at those sessions, including the kick-off presentations on instrument options and on the resilient agrifood taxonomy, so that the material arrives in a form counterparts can engage with. Record what emerges from each session, including decisions, questions raised, commitments made and follow-up actions, and maintain a counterpart follow-up register. Support the operation’s tracking across the specialist contracts, including deliverable due dates and acceptance status, and the status of budget commitments, in the format agreed with the Team Leader. Follow up on data access requests to MOAFM, MOFPS, the DBJ and the PIOJ, and keep a status log of what has been requested, received and remains outstanding. Hold periodic meetings with the project team to present progress, review the status of activities, receive feedback, and make the adjustments agreed with the team so that the objectives of the consultancy are met.
