PRINT Project Officer – Transport and Connectivity (Local Agent Group I) 09.09.2026 New opportunity Text We are The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to the Pacific in Suva, Fiji works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Government of Fiji and of the 12 other Pacific Island Countries, The Section of the EU Delegation called “Regional Partnerships in the Pacific” oversees the EU’s bilateral and regional development assistance benefitting the 13 Pacific Island Countries, the three French Overseas Countries and Territories (OCTs) in the Pacific and (as of 01/09/2026) Papua New Guinea. We offer The post of Project Officer (Group 1) is offered in the Delegation’s Regional Partnerships Section, under a fixed-term employment contract of 2 years. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 50+ people and there are occasional atypical working hours, in the evening/morning, to accommodate online meetings with headquarters and stakeholders based in Europe. The recruited person will be attributed functions depending on the needs of the Delegation which may evolve over time . The successful candidate will serve under the supervision and responsibility of the Head of Regional Partnerships and a Team Leader, providing analytical, operational and coordination support across a range of regional cooperation priorities, including project and programme management, policy analysis and dialogue, engagement with financial institutions and development partners, communication, and monitoring and evaluation. The portfolio may include infrastructure, transport, digital connectivity and other regional cooperation priorities. The following main tasks and duties are currently required: Project and programme management Support the identification, formulation, implementation and follow-up of projects and programmes within the Delegation’s portfolio, including infrastructure, transport, digital connectivity, and other regional cooperation actions. Contribute to the full project cycle, including planning, implementation, monitoring, reporting and closure, in line with applicable procedures and tools. Contribute to financial and contractual management, including contract follow-up, verification of supporting documentation, payment-related checks, and updates in relevant European Commission systems. Assist with procurement and grant-related processes, including drafting terms of reference, supporting launch and evaluation processes, and contributing to implementation follow-up. Monitor implementation progress, identify risks and delays, and support corrective action where needed. Monitoring, evaluation and reporting Support results monitoring, data collection, reporting and evaluation for actions under the portfolio. Contribute to internal and external reporting, including briefing notes, implementation updates, portfolio reviews and contributions to Delegation reports and publications. Promote a results-oriented approach, including the tracking of outputs, outcomes, risks, lessons learned and recommendations. Policy analysis and dialogue Monitor and analyse sectoral, economic and policy developments relevant to the Delegation’s portfolio at national and regional levels, including infrastructure, transport, and digital connectivity. Contribute to policy dialogue with partner countries and regional organisations, and provide analysis and advice on policy trends, partner priorities, and opportunities for EU engagement. Support the identification of strategic opportunities for EU cooperation and investment in line with EU Global Gateway strategy and priorities, partner country needs and regional frameworks. Coordination with financial institutions, donors and partners Develop and maintain working relations with multilateral financial institutions, European financial institutions, international organisations, bilateral donors, implementing partners, governments and other stakeholders relevant to the portfolio. Track relevant initiatives, investment pipelines and financing opportunities in line with the Global Gateway priorities, and identify complementarities, coordination opportunities and possible co-financing. Participate in donor coordination mechanisms, sector working groups and partner consultations, and report on key outcomes and follow-up points.
