You have: Secondary School Education. Five years of experience in administrative/financial/planning/programming/budgeting activities for both Regular Programme and projects. Working knowledge of English (proficiency - level C). Working knowledge of one of the other working languages of the Organization (Arabic, Chinese, French, Russian or Spanish). Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, PowerPoint, Teams, Copilot). Ability to effectively use project management software and FAO corporate financial systems and applications. General Service Staff are recruited locally. To be eligible for this position, candidates must be nationals of the country of the duty station or possess an existing valid visa to work or a valid work permit and reside within commuting distance of the duty station at the time of the application. The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, internal control and Risk management; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results. The position is located in the Office of Strategy, Programme and Budget (OSP) at FAO headquarters in Rome, Italy. Main Purpose The Programme Associate (OSP) plays a lead role in the coordination of support for users of OSP managed systems, including the Field Programme Management Information System (FPMIS), Enterprise Risk Management (ERM) Module and Internal Controls Reporting tool, providing training and procedural guidance to managers and staff. Supervision Received/Exercised The Programme Associate (OSP) reports to a Senior Strategy and Planning Officer. Work is performed autonomously, showing a high degree of initiative and independent judgment. Supervision received is focused on facilitating service delivery. The incumbent provides guidance and training to other staff in the office and works collaboratively with various units across the Organization. Working Relationships The Programme Associate (OSP) maintains a wide range of contacts with managers, staff and stakeholders inside and outside the unit. The incumbent collaborates closely with colleagues in other units and offices and the corporate services, to deliver quality support services. Key Functions/Results • Provide Help Desk support for OSP-managed systems and related processes, including FPMIS, the Enterprise Risk Management (ERM) Module, and the Internal Controls Reporting tool, including managing access rights. • Prepare and deliver training on OSP-managed systems and related processes. • Participate in testing of new functionality for OSP managed systems. • Develop user guides and procedural guidance for OSP managed systems and processes. • Extract and review data and information from OSP managed systems and draft reports, presentations and graphics. • Maintain and regularly update intranet content and handbook pages, ensuring information is accurate, current, and accessible to users. • Review current processes and make recommendations to improve systems, operational and administrative procedures. • Perform other duties as required. Impact Of Work The incumbent's work impacts directly on the smooth and efficient operations of the OSP managed systems. He/she plays a lead role in the coordination and provision of the system and process support services for the successful achievement of the Division's mandate.
