You have: An advanced university degree (Master’s or Doctorate degree, or equivalent) in human resources administration, business management, economics or equivalent is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of 15 years of progressively responsible experience at the national level or international level, with a solid background in international compensation matters is required. Demonstrated excellent drafting ability is required. Knowledge of the UN salary system, preferably with practical experience at a responsible level in salary and allowances administration is desirable. Experience in human resources management is desirable. Knowledge of the United States compensation system is desirable. English is required. French is desirable. Contract This is a D-1 contract. Setting and Reporting This position is located in the secretariat of the International Civil Service Commission (ICSC). The ICSC is a subsidiary organ of the General Assembly with the mandate to regulate and coordinate conditions of service of staff of the organizations of the United Nations family ("the common system"). Under the general direction of the Executive Secretary of the Commission, the incumbent provides guidance to the staff of the ICSC secretariat responsible for supporting the Commission in matters relating to salaries, allowances and related conditions of service. Responsibilities Acts as the principal resource person in preparing studies on policy questions concerning all aspects of remuneration of the internationally-recruited staff comprising junior officers and middle and senior -level managers ("Professional and higher categories") as well as the clerical, secretarial and support staff ("General Service category"), including budgetary impact of possible changes; Manages the day-to-day operational work in connection with the establishment of travel perdiem rates and other allowances; Provides general direction on surveys of local market conditions which form the basis for salary scales of staff in the General Service and other locally-recruited categories in particular duty stations; Maintains on-going liaison on the above matters with the organizations of the common system as well as with other divisions of the secretariat; Assists the Commission in its deliberations on methodologies for determination and/or comparison of various remuneration elements and their application.
