Key Responsibilities: Employee Contract Type: Open-ended contract Location: Based in Khentii province Reports to Opeartions Director. The Area Development Program (ADP) Manager provides strategic leadership and oversight of integrated development programmes across assigned geographic areas, ensuring effective programme design, implementation, monitoring, learning, and adaptive management in alignment with World Vision Mongolia’s strategy and the Future Ready Sponsorship (FRS) model. The position leads FRS implementation by strengthening sponsorship integration, community engagement, evidence-based decision-making, and programme quality through the Adaptive Programming Approach (APA). The ADP Manager oversees a multi-sectoral programme portfolio that integrates child well-being, child protection, education, livelihoods, resilience, disaster risk reduction, and GEDSI principles, while building strong partnerships with government, communities, donors, sponsors, and other stakeholders. The role provides leadership in programme management, people development, resource stewardship, and accountability, ensuring programmes remain responsive to evolving needs and contribute to sustainable outcomes for vulnerable children and communities. The position fosters cross-functional collaboration and ensures that all work reflects World Vision’s core values: Christ-centred, child-focused, and community-empowering. 20% Leadership & Strategic Management Contributes to the planning and implementation of World Vision Mongolia’s East Region development programmes by co-developing and implementing issue-based projects and initiatives. Manages the alignment of Child Sponsorship programming with Global Centre’s and Support offices' new strategic initiatives, including the Future Ready Sponsorship (FRS), by integrating core elements such as EWV, CP, and GEDSI, Adaptive Program Approach, Sponsorship initiatives (SI) into Area Development Program operations and planning. Provides strong and positive leadership to the Area Development Program, ensuring competent and motivated staff are hired and retained, and high-performers are identified and nurtured. Supports professional and personal development of Area Development Program staff, emphasizing on-the-job coaching and facilitating ongoing action learning and reflection. Lead annual staff development planning for alignment with National office competency frameworks, and hold regular performance conversations in line with World Vision’s processes. Serve as a role model in living out the Witness to Jesus Christ policy, demonstrating Christ-centred leadership to the ADP team. 20% Program and project management Lead staff coordinating with Technical Program Coordinators in planning and implementing technical programs in the ADP and ensuring scope, quality, budget, and schedule are met as per plan Lead Development Facilitators in developing Individual Plans for their Target Areas, monitor progress and inform the Operations Director on critical issues, and implement the decisions Analyse Technical program and Community Engagement and Sponsorship Program guidelines, Plans, implementation processes, and progress in the Area Development Programs, and inform the Operations Director on critical issues with recommendations for collaborative decision-making with NO specialists. Analyse problems of the community along with the Development Facilitator and develop plans on sustainability, crosscutting elements, disaster risk reduction, and advocacy.
