Organizational Context and Scope Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and with direct administrative supervision of the Head of Satellite Office in Marawi and technical oversight of the National Migration Health Officer MERLA in Cotabato, the successful candidate is responsible and accountable for supporting the fulfillment of quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM, Department of Health Region 9, and provinces and cities of Lanao del Sur and Marawi City, to coordinate quality data collection, analysis, monitoring, evaluation, and reporting of the project, in line with IOM standards, policies and commitments. Qualifications Required Qualifications and Experience Education University degree in epidemiology, public health, biostatistics or analytics, engineering, data science, social sciences, or health statistic-related disciplines from an accredited academic institution with four (4) years of relevant experience; or High school degree with minimum six (6) years of relevant professional experience. Relevant accreditation/certification or formal training in areas related to health information, monitoring and evaluation, research methodologies, and data analysis is a distinctive asset. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities especially focused on health scorecard and governance- related outcomes. Experience in developing, reviewing, and updating M&E frameworks especially in indicator tracking; setting up and/or managing feedback and complaints systems and integration into the MERLA System is a distinctive asset. Experience in humanitarian or development operations and/or Government Social or Health Services; and Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.
