Since 2002, UNFPA adopted a pro-grammatic approach to support comprehensive programming on reproductive health and rights, population and data, youth, gender equality and gender-based violence (GBV). The UNV will support Outcome 3 of the current 4th country programme (2018-2025), which is “strengthened capacities to formulate and implement multi-sectoral rights-based policies and interventions that prevent and mitigate the impact of gender-based violence, especially among the marginalized, the vulnerable and young people” but also ensure gender/GBV mainstreaming in other pro-grammatic areas. To achieve this, the UNV will provide technical, operational and coordination support to UNFPA Gender/GBV programme and also GBV sub-cluster/working groups and Gender in Humanitarian Action working group which UNFPA is leading/coleading. Depending on the programme needs and security situation, mission travel to UNFPA office locations (such as, Nay Pyi Taw, Myitkyina in Kachin State, Taunggyi in Shan State, Hpa-an in Kayin State) may be requested. Under the direct supervision of Coordination Specialist, the International UN Volunteer will carry out the following tasks: Programme Management and Implementation • Support timely and quality implementation of Gender/GBV programme of UNFPA by managing implementing partners (IP) or supporting IP focal points. • Conduct regular field monitoring visit, in collaboration with the MHPSS Programme Analyst and GBV programme • colleagues, ensuring that identified gaps and protection risks are addressed through appropriate follow up actions. • Review IP work plans, progress reports, and data submissions, providing feedback to strengthen programme quality and compliance with survivor‑centered standards. • Develop quarterly GBViE fact sheets in collaboration with IP focal points, the M&E team, and the communications team. • Coordinate the collection, review, and publication of human‑interest stories, photos, and video documentation to highlight programme impact. • Review community feedback collected through UNFPA’s AAP mechanism and • inter‑agency platforms (e.g., Wai Hmya Par), and identify areas for improvement in GBV programming, particularly in relation to GBV risk mitigation, disability inclusion etc. Coordination and Representation • Support the GBVIMS Task Force coordination, including preparation of quarterly GBVIMS fact sheets and trend analysis. • Contribute to the coordination of the Gender in Humanitarian Action (GiHA) Working Group. • Represent UNFPA in relevant inter‑agency coordination platforms, advocating for GBV priorities and ensuring integration of GBV risk mitigation across clusters (e.g., WASH, Shelter, Health). Proposal Development and Resource Mobilization • Contribute to drafting GBV/GEWE concept notes, project proposals, donor templates, presentations, and funding updates. • Coordinate technical, operational, and budget inputs for GBV components from programme analysts and IP focal points. • Support the preparation of donor engagement materials, strategic summaries, and evidence‑based advocacy products.
