Employee Contract Type: Local - Fixed Term Employee (Fixed Term)Job Description: Purpose of the Position The Health Technical Specialist provides in-country technical direction and leads the implementation of FCI's integrated service-delivery model, ensuring the country programme is technically sound and aligned with the global technical strategy, standards, tools, and guidelines set by the WVUS Global Management Team (GMT), as well as with national policies and Ministry of Health guidelines. Working closely with the Chief of Party, the Ministry of Health and its technical programmes, the Health Technical Specialist adapts and applies the global hub-and-spoke design locally, oversees technical implementation and quality across hubs, spokes, and community platforms, and represents FCI in national and sub-national technical forums. The role supports quality improvement, capacity building, and technical coordination with government and partners — and contributes to ensuring all programme interventions advance child well-being outcomes in alignment with World Vision's Child Well-Being Aspirations. Major Responsibilities Technical Leadership & Programme Quality — 35% Provide overall technical direction for FCI country programme activities, in liaison with the COP and the WVUS Global Technical Director. Implement in-country the technical strategy, standards, tools, protocols, and integrated service package designed at the global level, adapting them to national context and Ministry of Health guidelines. Lead technical design and implementation of integrated project interventions spanning HIV, TB, malaria, Maternal and Child Health, Nutrition, and Health Systems Strengthening. Ensure high-quality service delivery across government, CHA, and FBO health facilities, strengthening referral systems, continuity of care, and service quality throughout the hub-and-spoke network. Ensure all programme interventions intentionally contribute to child well-being outcomes in alignment with World Vision's Child Well-Being Aspirations. Ensure technical quality in service delivery across all programme areas, incorporating safeguarding standards throughout. Update technical approaches in line with national policies and international best practice. Minimum 90% compliance with approved technical standards and guidelines. Quality improvement plans developed and implemented in all supported districts/facilities. Technical interventions aligned with national guidelines and protocols. Technical activities incorporate safeguarding standards; no substantiated safeguarding breaches attributable to technical programming. Government & Stakeholder Technical Relations — 25% In close coordination with the COP and the U.S. Embassy, work with Ministry of Health national programmes and technical directorates (e.g., National HIV/AIDS & TB Programme) to align implementation with national strategies. Manage technical relationships with MOH technical directorates, District Health Management Teams (DHMTs), and sub-national health authorities. Maintain strong technical partnerships with CHAs, FBO health providers, faith health networks, and community health organizations supporting service delivery. Represent FCI in national and sub-national Technical Working Groups (TWGs), technical meetings, and conferences, and in partner and donor technical meetings as required. Promote collaboration and technical integration between government health systems and faith-based health networks to strengthen referral, supervision, workforce development, supply chain, and health information systems.
