You have: Master's in Informatics or equivalent work experience. 5 years of experience with clinical performance and quality measure development, testing, implementation and/or endorsement. Experience with quality measure development standards like QDM, CQL, HL7, and FHIR. Familiarity with the broader healthcare quality measurement environment. Detail-oriented with data analysis experience and commitment to accuracy when writing. Excellent writing and oral presentation skills to communicate with external stakeholders, volunteers, and team members orally and in writing. Ability to work independently and in a team environment to design, analyze, and report on projects. Effective time management skills and ability to consistently meet deadlines. The American Heart Association has an excellent opportunity for a Sr. Program Development Manager, Data Solutions, Informaticist in our Clinical Research Services department! This position is home-based. This individual will be responsible for designing, implementing and validating quality measures used in national accountability programs and the organizations suite of quality programs: including Get With The Guidelines: Stroke, Heart Failure, Atrial Fibrillation, Resuscitation and Coronary Artery Disease; ambulatory quality initiatives, special disease-focused initiatives (such as: aortic stenosis, cardiovascular-kidney-metabolic health, cardiogenic shock), certification programs, and EMS Mission: Lifeline. Additional responsibilities include supporting advanced data analytics related to measures (i.e. preparing reports and coordinating feasibility, reliability, and validity testing with internal statisticians) and developing and maintaining standardized documentation for program measures, including Clinical Quality Language specifications, value set and data element databases. Responsibilities In collaboration with volunteers and staff (measures, research, programs, and Healthcare Information Technology (HIT) staff) operationalize quality measure concepts and evidence into detailed digital quality measure specifications for implementation in national accountability programs and the organization’s quality programs. Responsible for drafting Clinical Quality Language specifications. Contribute to the design, development, and testing of digital quality measures. Provide strategic and technical expertise related to digital quality measures. Create and maintain standardized documentation for measures used in the organization’s quality programs, including documentation of relevant value sets and data elements. Evaluate and development an internal structure and process for consideration and development of new codes to improve digital collection of diagnosis, treatment, or tests relevant to heart and stroke conditions. Analyze existing program measures to identify potentially unnecessary variance and gaps in measures. Assist in monitoring relevant national digital measurement programs and partners such as the Health Level Seven; Center for Medicare/Medicaid Services (CMS): Merit-Based Incentive Payment System (MIPS) and Hospital Inpatient Quality Reporting Program (HIQR); Office of the National Coordinator for Health Information Technology; as well as The Joint Commission; Million Hearts; etc. for changes that may impact measures or programs.
