You have: Advanced University Degree (master’s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. 5 years of experience in humanitarian sector including 1 year of Professional experience in CBT programs. Fluent in written and oral English and Arabic. Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities. Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize ERP software. Excellent planning and organizational skills with the ability to manage multiple deadlines. GENERAL INFORMATION JOB TITLE: Programme Policy Office (Cash Based Transfer) TYPE OF CONTRACT/LEVEL: Fixed Term NOA SUPERVISOR: Programme Policy Officer UNIT/DIVISION: Programme DUTY STATION (City, Country): Aden, Yemen DURATION: 12 Months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP operations across Yemen are conducted within a highly complex, volatile, and high-risk humanitarian environment. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation.
