You have: Masters degree or higher in Economics, Social Sciences, Sociology, Development Studies, Public Policy, International Development, Public Administration, Political Science, or another relevant field. At least 10 years of relevant professional experience in strategic planning, programme design, results-based management, monitoring and evaluation, or international development. Demonstrated experience in the development of UNICEF or United Nations Country Programme Documents (CPDs), United Nations Sustainable Development Cooperation Frameworks (UNSDCFs), or similar strategic planning processes. Strong familiarity with UNICEF Country Programme Planning guidance, Rights and Results Programming (RRP), Strategic Planning processes and CPD development. Fluency in written and spoken English and French is required. Working knowledge of Arabic is highly desirable, particularly for stakeholder consultations, including consultations with children and young people. Contract This is a Consultancy contract. TERMS OF REFERENCE Under the overall supervision of the Deputy Representative and the direct supervision of the Chief, Planning, Monitoring and Evaluation, the consultant will provide technical support to UNICEF Algeria throughout the development of the Country Programme Document (CPD) 2028–2032. Working closely with programme and operations teams, Government counterparts, the Regional Office and other stakeholders, the consultant will support the Country Office in developing the CPD and related documentation in accordance with UNICEF's Country Programme Procedure, Country Programme Planning Guidance, CPD roadmap and corporate guidance. W****ork experience • At least 10 years of relevant professional experience in strategic planning, programme design, results-based management, monitoring and evaluation, or international development. • Demonstrated experience in the development of UNICEF or United Nations Country Programme Documents (CPDs), United Nations Sustainable Development Cooperation Frameworks (UNSDCFs), or similar strategic planning processes.Proven experience in developing theories of change, results frameworks and strategic programme documents. • Experience facilitating strategic planning workshops and multi-stakeholder consultations. • Previous experience with UNICEF or another United Nations organization is an asset. • Experience working in humanitarian-development-peace nexus contexts is highly desirable. Knowledge/Expertise/Skills • Strong familiarity with UNICEF Country Programme Planning guidance, Rights and Results Programming (RRP), Strategic Planning processes and CPD development. • Strong knowledge of UNICEF Country Programme Planning and Results-Based Management. • Excellent analytical, facilitation and drafting skills. • Ability to synthesize evidence and develop high-quality strategic documents. • Strong interpersonal skills and ability to work effectively with diverse stakeholders. • Demonstrated experience as lead author or principal drafter of at least one
