TERMS OF REFERENCE The consultant will support in strengthening ecosystem partnerships for youth livelihoods including wage employment, self-employment and entrepreneurship, for enabling sustainable opportunities for young people at scale. This will involve driving government engagement for the continued scale-up of YuWaah-supported livelihood models, along with managing identification and partnership-building for other new scalable wage employment, self-employment and entrepreneurship models, largely with government but also with other stakeholders, for their scale-up and sustainability. The role will also involve development of an outcome-based financing (OBF)/pay-by-results approach and facilitating related partnerships to strengthen livelihood outcomes within government systems in select states as well as at the center. The proposal should address the following: Design a government engagement and scale-up strategy (3-5 pager) for adoption of a specific livelihood model of your choice - wage employment, self-employment, or entrepreneurship (e.g., youth, rural communities, persons with disabilities, young women, etc.) by a state or central government scheme in India.
