Setting and Reporting This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Amman, Jordan. The incumbent reports to the Head of the Occupied Palestinian Territory Office or his/her designate. Responsibilities Lead coordination between human rights components, mission protection bodies, UN agencies, humanitarian non-governmental organizations and civil society to integrate human rights into protection of civilians planning and response, within assigned areas of work 2. Develop and implement mission-wide and local protection strategies and action plans, in consultation with affected communities, within assigned areas of work 3. Chair Protection Working Groups and ensure human rights mainstreaming in protection coordination 4. Facilitate information sharing with relevant UN stakeholders to enhance response planning and integrate findings into mission databases, situational awareness platforms and reporting mechanisms. 5. Lead the identification and analysis of drivers of harm, risk factors and emerging threats to civilians, integrating findings into mission early warning systems and leadership decision-making. 6. Provide legal and policy advice on international human rights law, international humanitarian law and international criminal law relevant to the protection of civilians, developing authoritative analytical products and recommendations with a focus on accountability and remedies. 7. Coordinate and contribute to formulation of mission and UN system protection of civilians policies, guidance and programmes, within assigned area. 8. Advise on best practices for victim-centred, gender- and age-sensitive protection policies and programmes, within assigned area. 9. Ensure compliance with UN protection policies and coordinate continuous improvement initiatives within assigned area. 10. Manage and coordinate the activities of the team, including hiring, training, assigning tasks and responsibilities, evaluating performance, and ensuring that deadlines are met. Competencies Professionalism: Knowledge of conflict-related sexual violence (CRSV) and related frameworks; Knowledge of child protection and related frameworks; Knowledge of protection of civilians and related frameworks; Knowledge of the application of human rights in humanitarian contexts; Knowledge of development or humanitarian frameworks and processes; Skills in incorporating a survivor-centred approach and survivor-led design into programmes and projects.
