This is an expedited recruitment process, open for applications from internal and internal-equivalent candidates only. Organizational Context and Scope Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management, and in coordination with the Procurement and Logistics Officer in the Country Office (CO) and the Supply Chain Division at Headquarters (HQ), the Procurement and Logistics Officer in Chuuk will be responsible for the coordination and monitoring of procurement, logistics and related supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods and services to beneficiaries at optimal cost and in a timely manner. Qualifications Required Qualifications and Experience Education Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain management is an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in managing diverse procurement and logistics operations; Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers. Experience in operational and procurement activities in a complex crisis or emergency area; Experience in community-based and/or small grants programming desirable, particularly in the areas of infrastructure works, procurement and civil society strengthening; Experience working with non-governmental organizations and/or international organizations; Previous experience working in USG projects/programmes is required; Previous experience working in the Pacific is an advantage; and, Previous experience working in procurement in reconstruction projects is an advantage. Skills Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics; Excellent level of computer literacy and good knowledge of Oracle is an advantage; Understanding of logistical and human resources challenges faced in remote geographical locations; Extensive knowledge of IOM internal procurement and financial rules, as well as IOM’s Oracle elements as they apply to procurement and logistics; and, Previous experience working in the region an advantage. Languages For this position, fluency in English is required (oral and written). Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
