Setting and Reporting This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration in New York provides administrative support functions (human resources, budget, finance and general administration) and facility management and commercial services to entities at United Nations Headquarters. It also provides financial operational services to entities across the globe. As Common Administrative Platform, the Division comprises the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. OneEO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfil their mandates, including human resources management, financial administration, travel, and general administrative support, while adhering to the delegation of authority framework and ensuring compliance with established regulations, rules, policies, guidelines and procedures. The Human Resources team and its workload are organized across three pillars: Pillar 1 supports DPPA and the special political missions; Pillar 2 supports DPO; and Pillar 3 supports OCT, ODA and CTED. Each pillar is supported by a Human Resources Officer, a Senior Human Resources Assistant and an HR partner. The Human Resources Assistant will serve as the HR partner supporting OCT, ODA and CTED under Pillar 3 and will report directly to the Human Resources Officer. Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties: • Process, monitor and follow-up on actions related to the administration of human resource activities, including recruitment of staff, promotion, transfer, assignment, special post allowance, extension of contract, separation, performance appraisal, ensuring consistency in the application of United Nations rules and procedures; process personnel actions in UMOJA, to reflect staff movements. • Respond to inquiries, provide information and advice to staff regarding their entitlements, conditions of service, duties and responsibilities under the Staff Rules and Regulations and related administrative procedures; monitor and maintain attendance records of staff members, including overtime and compensatory time off and confirmation of balances at end of service, both manually and in UMOJA. • Review monthly staffing tables and monthly payroll lock reports for corrective actions as necessary; liaise with clients and prepare travel requests for on-boarding travel for staff and consultants. • Draft correspondence in response to inquiries related to relevant administrative, personnel matters. Liaise extensively with counterparts in other Offices in the UN Secretariat; maintain personnel working files for current staff members; process requests for UN ID cards, laissez-passers, certificates and visas. • Participates in the selection of candidates for secretarial, clerical and related categories positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates. • Assists in the filling of posts for all categories, including initiating and following-up on reference checks and academic verification, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments. • Assists in organizing and coordinating competitive recruitment examinations. • Oversees the maintenance of vacancy announcement files and tracking st
