Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Consortium Partnership Officer based in Caracas, Venezuela. About the Job: DRC manages its operations in Venezuela under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements activities related to protection monitoring, legal assistance, individual protection assistance for people with specific needs (PWSN), information sessions for people of concern (PoC), human trafficking prevention, and food security. As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of affected populations. To this end, DRC is seeking a: The Consortium Partnership Officer is responsible for supporting the effective management, coordination and oversight of DRC’s consortium (FHV) portfolio in Venezuela. The overall purpose of the role : The Consortium Partnership Officer is responsible for supporting the effective management, coordination and oversight of DRC’s consortium (FHV) portfolio in Venezuela. The position ensures that consortium-funded projects are implemented in a coordinated, timely and accountable manner and in accordance with donor requirements, consortium agreements, DRC policies and agreed technical and operational standards. The Consortium Partnership officer facilitates collaboration between consortium members, supports consortium governance structures, oversees consolidated planning and reporting processes, monitors programmatic and financial performance, and ensures that risks, implementation challenges and contractual obligations are addressed in a timely manner. The position reports to the Head of Programme and works closely with the Country Director, Head of Support Services, Technical Coordinators, MEAL, Finance, Grants, Supply Chain, Area Managers and consortium partner organizations. The Consortium Specialist may also represent DRC and the consortium in meetings with donors, coordination bodies and other external stakeholders, as delegated by the Head of Programme. Responsibilities: Consortium Governance and Coordination Support the establishment and effective functioning of consortium governance structures, including steering committees, technical working groups and operational coordination mechanisms. Coordinate and facilitate consortium kick-off, inception, programme review, steering committee, lessons-learned and project closure meetings. Prepare meeting agendas, presentations, minutes, decision logs and action trackers, and monitor the timely implementation of agreed actions. Maintain a consolidated consortium calendar covering implementation milestones, reporting deadlines, coordination meetings, monitoring visits and donor deliverables. Facilitate regular and transparent communication between DRC, consortium members, field teams and relevant technical and support departments. Promote collaborative decision-making and ensure that consortium members have timely access to relevant project information and documentation. Support the Head of Programme in identifying and resolving coordination challenges, implementation bottlenecks and disagreements between consortium members. Ensure that consortium governance arrangements, decision-making processes, roles and responsibilities are clearly documented and consistently applied. Advise the Senior Management Team on consortium coordination, partnership management and strategic engagement with consortium members. Represent DRC or the consortium in external coordination meetings when delegated by the Head of Programme. Programme Cycle Management and Quality Assurance Coordinate consortium-level Project Cycle Management processes in line with DRC policies, consortium agreements, donor requirements and agreed methodologies. Facilitate the development and regular revision of consolidated implementation plans, workplans, procurement plans, monitoring plans and reporting calendars.
