Setting and Reporting The position is located in the Human Rights Service of the United Nations Assistance Mission in Afghanistan (UNAMA). The Programme Management Assistant will be based in the UNAMA Human Rights Service in Kabul and supervised by the Human Rights Officer / Team Leader, under guidance from the Senior Human Rights Officer. Responsibilities Within limits of delegated authority and under the supervision of the Human Rights Officer / Team Leader, the Programme Management Assistant will perform the following duties: Programme/Project Planning and Coordination Assists and provides support in the coordination of programme/project planning, and preparation work, for the Human Rights Service; monitors status of programme/project proposals and receipt of relevant documentation, for review and approval. Researches, compiles, summarises and presents basic information/data on specific programmes/projects and related topics or issues. Coordinates programme/project planning and preparation; monitors status of programme/project proposals; reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. Prepares and analyses programme/project budget proposals; reviews and coordinates submission of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized; ensures necessary approval and entry in Umoja. Monitors and evaluates programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures. Drafts programme/project summaries, coordinates review and clearance process. Compiles, summarises and presents basic information/data on project/programme delivery as regards cases and awareness-raising; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc. and brings to the attention of Management. Administrative/Logistical Coordination and Support Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organisational units to initiate requests, obtain necessary clearances, processes and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training and/or awareness-raising, authorisation of payments, disbursement of funds, procurement of equipment and services, etc. Provides general office assistance; responds to complex information requests and inquiries; establishes and/or maintains electronic files and records in SharePoint as per UNARMS policy; assists in maintaining established databases; organises meetings, awareness-raising, workshops, trainings, and events; handles routine administrative tasks. Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues. Translates documents and interprets at meetings, as needed. Performs other duties
