Setting and Reporting This position is located in the Human Rights Service of the United Nations Assistance Mission in Afghanistan (UNAMA). The Assistant Gender Affairs Officer will be based in Kabul under the guidance and supervision of the Human Rights Officer/Team Leader. Responsibilities Within delegated authority and in consultation with the Human Rights Officer/Team Leader, the incumbent will perform the following duties: Assists in researching, collecting, verifying, analyzing and synthesizing significant amounts of information, including from open sources, of relevance to the human rights of women and girls and on gender equality in the mission area. Assists in liaising with appropriate de facto authorities, civil society, UN Agencies, Funds and Programmes with complementary mandates, and other relevant stakeholders to monitor developments in the human rights situation of women and girls and on gender equality. Assists in the development of initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses against women and girls, particularly as regards gender discrimination. Attends meetings, including with local de facto authorities, the UN agencies, funds and programmes, civil society and human rights actors and raises awareness about human rights issues and concerns in relation to women and girls, and on issues of gender inequality. Assists in the fact‐finding process of human rights and international humanitarian law violations. Plans, coordinates, leads and/or contributes to activities related to the UNAMA human rights mandate, including from a gender perspective, inter alia: protection of civilians, right to life, liberty and integrity; fundamental freedoms; issues related to the rights of women, children, persons deprived of their liberty, civic space, human rights defenders, media workers and other vulnerable groups; and monitoring of the economic, social and cultural rights situation of the region of assignment. Plans, coordinates, leads and/or contributes to the implementation of activities that focus on the human rights situation of women and girls covering economic, social, cultural, civil and political rights, and on the elimination of violence against women, including monitoring, analysis, reporting, advocacy and awareness-raising. Where feasible, supports the detention monitoring work of UNAMA through the provision of technical advice on gender equality in relation to women detainees and women prisoners, as well as children in the Juvenile Rehabilitation Centers (JRC). Assists with the collection and analysis of data based on human rights monitoring, as well as the preparation of data presentations and reports, for information-sharing, responding to queries, knowledge-management, planning and decision-making. Assists with the visualization and updating of information material, such as brochures and web pages, etc. Drafts and/or provides inputs to variety of reports, briefings, talking points, speeches and other types of communications relating to human rights matters, in compliance with established standards. Participates in the formulation of meaningful recommendations and strategies to better promote and protect the human rights of women and girls, and advance gender equality, in the mission area. Interacts with other UNAMA components and participates in the mainstreaming of human rights and gender equality in the formulation and implementation of the UNAMA activities.
