Employee Contract Type: Local - Fixed Term Employee (Fixed Term)Job Description: Position Purpose: The Community Mobilization & CERT Training Officer will lead community engagement, mobilization, and capacity-building efforts under the DRR project, with a specific focus on establishing and training Community Emergency Response Teams (CERT). The role ensures that host communities and camp populations are actively engaged, informed, and equipped with practical skills to prepare for and respond to disasters. Key Objectives of the Position: Community Mobilization Mobilize communities/camp households to actively participate in DRR planning, activities, and awareness sessions Identify and engage community leaders, volunteers, and vulnerable household representatives to support project activities Facilitate the formation and functioning of community-based disaster management committees or similar structures Promote inclusive participation of women, children, persons with disabilities, and other vulnerable groups in DRR activities CERT Training & Capacity Building Design and deliver Community Emergency Response Team (CERT) training modules covering first aid, search and rescue basics, evacuation procedures, fire safety, and early warning response Conduct simulation exercises and mock drills (e.g., landslide/flood response) with CERT members and the wider community Build capacity of CERT volunteers to lead first-response actions during emergencies, prior to arrival of formal responders Develop training materials, job aids, and IEC (Information, Education, Communication) content adapted to the local context and literacy levels Awareness Raising & Preparedness Conduct awareness sessions for vulnerable households on disaster risks, preparedness measures, and early warning signals Support household-level and community-level contingency and evacuation planning Promote child-focused DRR messaging and age-appropriate awareness activities for children in the camp Coordination, Monitoring & Reporting Coordinate closely with Site Management and Camp-in-Charge (CiC) for mobilization activities and use of common spaces/facilities Maintain attendance records, training reports, and documentation of CERT formation and activities Contribute updates and case information to Situation Reports (SitRep) and share with relevant channels Support household-level visits to identify vulnerable families and follow up on their engagement in DRR activities Participate in sectoral coordination meetings to share community mobilisation updates. Key Responsibilities: Training Facilitation, communications and Implementation: Strong facilitation, training, and communication skills Ability to build rapport and trust with diverse community groups Good understanding of participatory approaches and adult learning techniques Ability to work in difficult field/camp conditions and respond during emergencies Proficiency in local language; working knowledge of English preferred Good report-writing and documentation skills Ability to work under pressure in emergency contexts and travel to field/camp locations Strong interpersonal and community engagement skills Manage the assigned project(s) to meet the project objectives within budget, set time frame, quality, and standards Develop and implement an appropriate and effective project strategy, setting clear objectives and indicators, for Livelihoods & entrepreneurship development activities in consultation with other staff and youth and women entrepreneurs and, where appropriate, with the local communities Mainstream protection, accountability, gender, disability, and environmental protection All documents guiding implementation, such as budgets, DIPs, and projections, are prepared, updated, and used correctly Ensure needs assessments and surveys are conducted, data analyzed, and suggestions made for appropriate interventions as needed. Regular monitoring and reporting of project implementation. Timely Submission of quality narrative reports to the line manager on project progress, program team, and donors. Staff Management: Line manages the staff(s) of the assigned project(s), including day-to-day management, development and training etc. Take responsibility for discussing job expectations; appraise performance against set objectives regularly.
