Discover Your Dream Job Faster with UN Talent Pro UN Talent Pro Details Result of Service Completed development of CEO endorsement request package for two GEF mitigation projects: • Cuba CBIT II • Paraguay CBIT II Work Location Home-based Expected duration 10 months part-time Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, Global Funds Mitigation and Transparency, [MN1.1][SB1.2]Latin America and the Caribbean (LAC) team and will be home-based. UNEP’s Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Latin America and the Caribbean. The projects, which are in different stages of development (design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.) throughout the region. The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Under the supervision of the Task Manager for Latin America and the Caribbean for GEF mitigation projects, and in coordination with LAC mitigation team, the consultant will be responsible for developing the full CEO endorsement request package for the projects CBIT II Cuba and Paraguay. In coordination with the Task manager and the LAC mitigation team, the consultant will deliver timely the outputs as described in the overall Terms of Reference. The consultant will be responsible for developing and compiling all substantive elements of the project and preparing the GEF CEO endorsement document package and working closely with the national consultant, national government and other key stakeholders. Specific tasks and responsibilities: - Lead the preparation of the CEO endorsement document and its attachments. - Coordinate the development and implementation of the Stakeholder Engagement Plan. - Be responsible for the design of all substantive elements of the CEO endorsement document and its annexes, including the log-frame, budget, indicators, baseline scenario, alternative scenario, stakeholders, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change (ToC), and monitoring and evaluation. - Prepare an outline of the strategy and methodology to develop the CEO Endorsement Document package, including a provisional timetable. - Ensure that the latest templates from GEF and UNEP are used in the preparation of the CEO endorsement document and associated annexes. - Ensure that the substantive elements are aligned with national strategy and planning documents through the consultation of national experts. - Support the national consultant in organizing and undertaking the stakeholder consultation workshop (and participate in-person, unless the context does not allow and online participation is agreed with UNEP) to consult with the relevant national counterparts, discuss the baseline situation, map the gaps and barriers, collect relevant country data, agree upon a project intervention logic (log frame and Annex A results framework) and discuss initial institutional arrangements for execution. - Prepare a mission report and stakeholder consultation workshop report summarizing the findings, recommendations and decisions taken and the participants' list (applicable for in-person workshops). - Undertake a gender analysis, ensure project deliverables are gender sensitive and prepare a gender action plan. - Prepare a presentation for internal discussion to UNEP management with project skeleton (logframe with deliverables), outcome indicators, problem tree and theory of change, institutional arrangements (macro and micro). - Prepare a first draft of the CEO Endorsement Package, including relevant annexes (annexes to be included in the first draft will be discussed and agreed upon with the Task Managers) - Support the national consultant in undertaking bilateral meetings with key stakeholders (online). - Support the national consultant in organizing and undertaking the stakeholder validation workshop (online) to validate the CEO Endorsement document with national stakeholders. - Prepare a final and complete version of the CEO Endorsement Document
