To prepare your proposal, please consider the elements detailed below. In addition to completing the online application (mandatory), you are required to submit: 1. **A technical proposal consisting of:** 1. A detailed and up-to-date curriculum vitae; and 2. A brief description (maximum 3,000 words) of your approach and methodology for the assignment, as well as any comments on the Terms of Reference, if applicable. 2. **A financial proposal**, expressed in USD, indicating a monthly consultancy fee, including all costs associated with the logistical implementation of the consultancy (excluding potential missions to countries). UNESCO places particular emphasis on ensuring that the objectives of the consultancy, as described in the Terms of Reference, are achieved. Accordingly, the technical aspects of the proposals will be given primary consideration during the evaluation process. Among the proposals deemed suitable based on the criteria set out in the Terms of Reference, UNESCO will select the proposal that offers the Organization the best value for money. We look forward to receiving your proposal. **Background** -------------- The Latin American Laboratory for the Assessment of the Quality of Education (LLECE) of the UNESCO Regional Office in Santiago and Office for UN Coordination in Latin America and the Caribbean (UNESCO Santiago) is responsible for assessing and measuring the quality of education in Latin America. Since its establishment in 1994, LLECE has implemented five editions of its Regional Comparative and Explanatory Study (ERCE). The ERCE assessment includes tests and questionnaires administered to third- and sixth-grade students and is the largest-scale regional assessment implemented in Latin America. It has the active participation of 18 countries and seeks to promote capacity building, dialogue, and cooperation to strengthen national education assessment systems. LLECE is currently implementing the ERCE 2025 cycle, with results expected to be available this year. In this context, the cooperation project between UNESCO Santiago, through the Latin American Laboratory for the Assessment of the Quality of Education (LLECE), and Haiti’s Ministry of National Education and Vocational Training (MENFP) aims to contribute to strengthening the country’s National Educational Assessment System. This will be achieved through the implementation of a National Diagnostic Learning Assessment (DNAL) in 2027, with technical support from UNESCO, as well as through Haiti’s participation in the 2030 cycle of the ERCE assessment. These actions will contribute to establishing a robust baseline of Haitian students’ learning outcomes, identifying learning gaps, and generating reliable evidence to inform decision-making and the design of public policies aligned with SDG 4 of the Education 2030 Agenda. The project will directly contribute to strengthening national technical capacities in educational assessment, developing instruments adapted to the Haitian context, and generating reliable information to monitor educational outcomes. Furthermore, it will support the training of MENFP officials in the pedagogical use of assessment results, fostering a culture of evaluation and continuous improvement. **Objectives** -------------- The overall objective of this consultancy is to provide technical and administrative support to LLECE and UNESCO Santiago in the coordination, management, and implementation of the activities planned under the edu
