In Afghanistan, UNICEF operates in a complex and evolving context, characterized by protracted humanitarian needs, deep-rooted structural vulnerabilities, and limited access to basic services. The Country Office implements a dual programming approach that combines humanitarian action and basic human needs (BHN) programming, supporting life-saving interventions while contributing to longer-term resilience and development outcomes. UNICEF’s engagement is grounded in the Core Commitments for Children in Humanitarian Action (CCCs) and guided by the principles of neutrality, impartiality, and independence. The office actively contributes to inter-agency coordination platforms, including sector and cluster coordination groups for Nutrition, WASH, Education, and Child Protection. It also supports the Afghanistan community and humanitarian partners in improving service delivery, evidence-based planning, and accountability. Information management plays a central role in enabling UNICEF to fulfil its programmatic commitments and coordination responsibilities. In Afghanistan, a robust IM function is essential to ensure the integration of humanitarian and BHN indicators, systematic tracking of AWP and CPD results, and effective monitoring of convergence districts prioritized for multi-sectoral action. IM also underpins UNICEF’s ability to contribute to key reports such as the Humanitarian Response Plan (HRP), UNSFA, Situation Reports (SitReps), and the Results Assessment Module (RAM), and to strengthen partner accountability and decision-making at all levels. Job organizational context: Afghanistan Country Office has institutionalized an Information Management function embedded within the Planning, Monitoring and Data (PMD) unit. This function provides technical leadership, systems development, analytical products, and capacity building to UNICEF teams, field offices, and implementing partners. It also ensures data quality assurance, timely reporting, and alignment of indicators with UNICEF’s global strategic frameworks. Purpose of the Job: The Information Management Officer supports the implementation and maintenance of UNICEF’s data systems and tools, contributing to planning, reporting, and monitoring processes. The Officer plays a key role in cleaning, managing, and visualizing data, while supporting the capacity development of UNICEF field teams, extenders, and partners on basic IM tasks. Work Experience : A minimum of 2 years of professional experience in information management, data management, geographical information systems, assessments, and situation analysis with the UN and/or NGO is required.
