Trócaire seeks to recruit a dedicated Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to support the organization’s MEAL and research functions, and other duties as assigned. The MEAL Coordinator will be responsible for ensuring a systematic approach to Monitoring, Evaluation, Accountability and Learning (MEAL) in the Sudan Country Programme and will facilitate the development. The MEAL Coordinator will lead the design, coordination and continuous improvement of the Sudan Country Programme's MEAL system, ensuring that programme teams and partners collect, analyse, use and report high-quality evidence in a consistent way, while promoting accountability and learning to improve programme quality and impact, and implementation of the country programme MEAL system. Additionally, s/he will work closely with Trocaire partners’ MEAL Officers and will be responsible for supporting baseline surveys, formative and operational research, development of project MEAL plans, community feedback and accountability mechanisms and development of programme MEAL reports. The candidate will be able to provide responsive technical and programme support to partners operating in complex and access-constrained environments, identifying and supporting practical and innovative solutions to monitoring and data challenges. S/he will ensure that these tasks are functional and well grounded, strengthening coordination and collaboration with all programme team and partner staff, while ensuring that MEAL is visible within projects. Key Responsibilities 1. MEAL System Design, Stewardship, and Management ·The MEAL Coordinator leads the design, implementation and continuous improvement of the country programme's MEAL system to ensure the consistent collection, analysis and use of quality evidence across all projects. This includes: Developing and maintaining the country programme MEAL framework, with accompanying relevant processes, tools and guidance. Supporting the design of and quality assure project logframes, MEAL plans, indicator frameworks and IPTTs. Establishing and maintaining tools and approaches (such as common indicators or priority approaches) for data collection, management, analysis and reporting. Supporting the use of Kobo Toolbox as Trócaire’s digital data collection platform and support the use of other information management systems. Ensuring programme monitoring systems are aligned with organisational requirements, donor expectations and sectoral standards (such as SPHERE, GBViE, CHS). Supporting the Programme Team on measuring people reached as part of the organisational reporting. Generate, manage, and support the use of key MEAL templates (such as Output Trackers, Indicator Tracking Tables, and Report Templates) 2. Programme Quality, Monitoring and Evidence Generation The MEAL Coordinator ensures that project data is accurate, reliable and useful. This includes: Supporting routine monitoring and performance tracking across projects, including through supporting project leads and partner MEAL officers in maintaining Indicator Tracking Tables and other performance documentation. In collaboration with Program Coordinators, conduct field visits to monitor programme activities against established quality frameworks through qualitative and quantitative methods. Generate and share reports with Programme Manager and the program team, supporting the use of data. Leading or supporting data quality assessments and validation processes and providing recommendations for improvement to programme teams. Supporting the design and management of project assessments, reviews and evaluations. Analysing and synthesising data to identify trends, gaps, risks and opportunities. Supporting programme teams to use monitoring data to adapt implementation and improve results. 3. Partner Support and Capacity Strengthening The MEAL Coordinator works closely with partners to strengthen their MEAL capacities and support their MEAL practices. This includes: Conducting partner MEAL capacity assessments and supporting capacity strengthening plans (through existing resources and potential development of new resources).
