UNICEF Tajikistan seeks to engage a national consultant to provide temporary, specialized and deliverable-based technical, analytical, drafting and coordination support to the Committee for Environmental Protection under the Government of the Republic of Tajikistan, in its capacity as National Designated Authority (NDA), for the government-led formulation of Tajikistan's Green Climate Fund (GCF) National Adaptation Plan implementation Readiness proposal. The proposed NAP.2 implementation process is intended to build on the results, lessons and remaining implementation gaps of the current GCF-supported NAP.1 formulation project, the National Climate Change Adaptation Strategy and its implementation arrangements. Access to NAP.2 implementation support remains subject to confirmation of Tajikistan's eligibility, agreement with the GCF Secretariat and completion of the applicable GCF review and approval processes. The consultant will support development of the overall country-owned proposal and will take technical leadership for integrating child- and youth-sensitive adaptation, climate education and curriculum, public awareness, social and behaviour change, and related child-critical service considerations. Minimum requirements: Education: An advanced university degree (master's or equivalent) in climate change, environmental science, economics, finance, public policy, international development, education or another relevant field. A first university degree combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree. Work Experience: At least five years of progressively responsible professional experience in climate policy, climate finance, environmental programming, funding proposal development, sustainable or innovative finance, climate education or related areas; preferably in an international development context Skills (optional): Demonstrated experience in developing or substantially contributing to climate-fund concepts or proposals, preferably involving the GCF, Adaptation Fund, GEF, FRLD or comparable vertical funds. Demonstrated experience with national climate-policy processes, including NDCs, NAPs, UNFCCC processes, investment planning, implementation planning or climate-finance monitoring. Strong analytical, project-development, costing, research, writing, presentation, negotiation, facilitation, knowledge-management and results-tracking skills. Demonstrated ability to facilitate inter-ministerial and multi-partner processes and work effectively with government, climate funds, development banks, financial institutions, UN agencies, civil society and technical experts Proven ability to manage multiple parallel workstreams, meet deadlines and produce concise, decision-oriented deliverables. Language Requirements: Fluency in Tajik/Russian and excellent written and spoken English Desirables: Experience in climate finance, including funding proposals, financing strategies, investment plans, resource-mobilization pipelines or innovative financing opportunities. Familiarity with results-based climate finance or blended finance is an asset Knowledge of Tajikistan’s climate-policy, education and public-finance institutional context.
