[Recover-n-Transform] Post-disaster transformative recovery: mapping the often invisible sociopolitical, cultural, and ecological structures.

We live in a time of increasingly complex vulnerabilities to urban catastrophes. Cities in Europe (and worldwide) face more recurrent and severe disasters triggered by natural hazards, like the extreme floods (DANA) that devastated Valencia (Spain) in 2024. These events shock communities, damage the environment, and disrupt our economies. It is urgent to think of the recovery process as more than just going back to “normal”, we need a Transformation.
In Recover and Transform, I will combine the principles of “building back better” after disasters, with cutting-edge theorisations on urban transformations to adapt and reduce the effects of climate change. By shaping a participatory GIS (digital mapping) methodology to plan for transformative urban futures, this research aligns with two critical EU missions (Adaptation to climate change and Climate-neutral and Smart Cities) while also supporting the 2030 Digital Decade policy programme. I will lead an action-research process with the city of Catarroja (severely damaged by the 2024 floods) that will result in: (1) a framework for transformative disaster recovery, (2) an innovative participatory GIS methodology to implement with citizens, public officials, and other activists to collectively preserve (and transform) their sociocultural and ecological heritage while enhancing resilience to natural disasters, and (3) a manual for policymakers to foster fairer, more resilient and inclusive cities through a transformative disaster recovery process.
The Valencian region provides a fertile ground for reimagining the process of disaster recovery, as it frequently breaks historic records of rain and floods. This research will be supervised by Dr. Jordi Peris at INGENIO (CSIC-UPV), with the GIS methodology being partially developed at the UrbanGIS laboratory in UniCA (Italy) and the results being refined and disseminated for national and European policies during a placement at the Ministry of Housing and Urban Agenda (MIVAU).
