AI Application Assistant Details Project Description Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management. In Ghana, EpiC will work to support the Ghana Ministry of Health (MOH), Ghana Health Service (GHS)-National AIDS/STI Control Programme and Ghana AIDS Commission (GAC), Regional Health Directorates (RHDs) and District Health Directorates (DHDs) to achieve the UNAIDS 95-95-95 targets by 2030 in PEPFAR-supported regions through the focused implementation of innovative prevention, case finding, linkage to care and treatment strategies, treatment continuity, and viral load suppression. Job Description The M&E Specialist will oversee and coordinate monitoring, evaluation, and data management activities for the FHI 360 EpiC project across the three PEPFAR-supported regions in Ghana. The incumbent will be responsible for managing data flow from sub-grantees, ensuring high data quality, and facilitating timely reporting into FHI 360’s INFOLINK system, the national DHIS2 platform, and the PEPFAR Data for Real-time Impact Management (DATIM) system. Additionally, the M&E Specialist will provide technical assistance and capacity strengthening to sub-grantees, lead quarterly Data Quality Assessments (DQAs), and support project planning, reporting, and presentation development. Key Responsibilities & Duties 1. Data Management, Reporting & Verification Support and guide CSOs to correctly update results into the national DHIS2 platform and/or in EpiC Ghana specified recording and reporting tools. Receive, compile, review, and verify monthly and quarterly data submissions from all CSOs across the three regions, ensuring accurate and timely entry into FHI 360’s INFOLINK, DATIM/AFGHS data management system. Routinely cross-check, triangulate, and reconcile data between DHIS2, DATIM/AFGHS and INFOLINK to ensure zero variance. Train CSOs on government DHIS2 system and/or EpiC Ghana specified recording and reporting tools on recording of results daily. 2. Data Quality Assurance & Capacity Building Design, plan, and conduct quarterly Data Quality Assessments (DQAs) at sub-grantee sites and health facilities; develop and monitor implementation of Data Quality Improvement Plans (DQIPs). Provide ongoing M&E mentoring, coaching, and supportive supervision to sub-grantee staff and site-level M&E officers to strengthen local data collection tools, systems, and processes. Ensure sub-grantees adhere to standardized HIV M&E guidelines, national indicators, and PEPFAR MER (Monitoring, Evaluation, and Reporting) indicator definitions. 3. Program Planning, Reporting & Communications Actively participate in annual work plan development, technical proposal writing, and target alignment across supported regions. Lead the drafting of M&E sections for monthly, quarterly, semi-annual, and annual project reports submitted to the donor and key stakeholders. Develop high-quality, data-driven bi-weekly and monthly PowerPoint presentations for project leadership, donor briefings, and partner coordination meetings. 4. Advanced HIV Program M&E Responsibilities Review and update recording and reporting tools tailored for high-risk population programme. Analyze routine data to generate actionable insights, dashboard visualizations, and performance trend analyses to guide adaptive management and targeted programming. Support implementation of research, baseline/endline assessments, success story documentation, and dissemination of best practices. Qualifications and Requirements Academic Qualifications Master’s degree in Public Health (MPH), Biostatistics, Epidemiology, Health Informatics, Statistics, Demography, or a closely related field with a minimum of 6 years of relevant experience. OR Alternative: Bachelor’s degree in the above fields with a minimum of 8 years of direct public health M&E experience. Technical Knowledge & Work Experience HIV/AIDS Programming: Demonstrated experience in M&E for large-scale HIV/AIDS prevention, care, treatment, and Key Population (KP) programs. Deep familiarity with PEPFAR MER indicators and reporting requirements is essential. Database & Software Expertise: Proficiency in working with FHI 360’s INFOLINK data management system (or comparable enterprise M&E systems). Hands-on experience with DHIS2 platform and PEPFAR
