Until 30 June 2027, with possible 12-months extension, depending on renewal of mandate Under the direct supervision of Chief Life Support Section, the UN Volunteer will undertake the following tasks: - Assist in the preparation, revision, and monitoring of office and project budgets, ensuring accuracy and compliance with organizational guidelines. - Maintain accurate and up-to-date records of budget allocations, commitments, obligations, expenditures, and available balances. - Monitor budget implementation and promptly identify, analyze, and report significant variances between approved budgets and actual expenditures. - Support the monitoring of financial resources to ensure expenditure remains aligned with approved work plans and budgets. - Assist in preparing budget utilization reports, expenditure statements, financial summaries, and periodic budget monitoring reports. - Facilitate budget revisions, reallocations, and adjustments as required, in coordination with relevant stakeholders. - Track commitments and obligations and follow up on outstanding financial transactions to ensure timely resolution. - Maintain well-organized electronic and physical financial and budget files, in line with established document management procedures. - Support the preparation and provision of financial information for internal reviews, audits, donor reports, and management meetings. - Respond to various queries received during the budget preparation and performance reporting periods from Budget Section, OPPBD, 5th Committee and other various legislative bodies. - Liaise with colleagues in Finance, Programme, Procurement, Human Resources, and Operations on budget and financial matters, ensuring effective communication and coordination. - Perform other budget and financial management duties as assigned by the supervisor. • Client orientation • Communication • Creativity • Ethics and Values • Integrity • Planning and Organizing • Professionalism • Respect for Diversity • Working in Teams At least three years of progressively responsible working experience in administration, budget, accounting, finance, or other related areas is desirable. Experience in handling financial reporting and analysis is desirable. Experience in cost management, budget preparation, financial monitoring and budget performance reporting. Good knowledge of any of the following SAP modules, financial accounting and reporting, and funds management is an advantage. Proficient in various MS office applications (Excel, Word, PowerPoint) and the ability to generate ad hoc electronic documents, spreadsheets and databases. Experience in the UN agency, UN peacekeeping or other field operations is desirable. As Uganda’s main international airport is located in Entebbe, it serves as the primary entry point for international travellers. It offers direct connections to and from major global and regional destinations, including Addis Ababa, Amsterdam, Brussels, Cairo, Dar es Salaam, Dubai, Johannesburg, Juba, Kigali, Kinshasa, London, Nairobi, and others. Entebbe is a family duty station and serves as the logistical and administrative support hub for MONUSCO. Located on the shores of Lake Victoria, it offers a safe and comfortable living environment with good-quality accommodation, reliable electricity and water, supermarkets, banks, restaurants, medical facilities, and internet services. Rental costs are moderate by international standards, while imported goods may be relatively expensive. Entebbe International Airport is connected to Kampala via the modern Entebbe–Kampala Expressway, which significantly reduces travel time between the airport and the capital. Entebbe and Kampala are currently classified under UN Security Level III (moderate), reflecting a stable but cautious operating environment requiring adherence to standard security risk management measures. This level indicates that while the overall environment is permissive for operations, personnel should remain vigilant and comply with security advisories. The Security Management Team (SMT), along with other entities within the UN security management system (such as wardens), meets regularly to monitor the security situation and ensure preparedness. The Security Section, in coordination with the Department of Safety and Security (UNDSS), provides regular updates and conducts mandatory security briefings for newly arrived personnel, including updates on political, social, and operational developments.
