UNTalent Community Details Job Technical Specialist (Protection) The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict. POSITION PROFILE Overall purpose of the role : Under the supervision of the Chief of Party, the Technical Specialist contributes to the development and implementation and the technical coordination of the FCDO funded consortia programme in Sudan. He/She is responsible for coordinating high-quality technical services, in close collaboration with consortium partners. To this aim, the Technical Specialist will support the enhancement of risk mitigation, response and prevention activities especially contextualization of social norm methodologies, harmonization and rollout of tools, guidelines and SOPs for case management, coordinate continuous capacity building and ensure standard donor and data analysis/reporting methods (in collaboration with PIM Specialist and MEAL) are in place for these activities. Additionally, the Technical Specialist will support harmonising Safeguarding mechanisms and processes . DUTIES & RESPONSIBILITIES Main Responsibilities : Responsible for providing coordination and direction to the Consortium on technical activities Ensure the consortium has a coherent technical strategy that responds to the requirements of people the project intends to support, with necessary safeguarding measures in place Provide regular technical support and guidance to Consortium Technical focal points to strengthen the capacity of protection teams in delivering high quality GBV mitigation, prevention and response In collaboration with the Consortium Technical focal points and in alignment with Sudan GBV AoR guidance, coordinate, harmonise and roll out GBV case management SOP (including Cash for Protection, individual PSS and referral mechanism) as well as guidance on RESCUE pot and other related tools In collaboration with the Consortium technical focal points enhance GBV prevention efforts especially through supporting the coordination of contextualizing and overseeing social norm methodologies Support partners in the set up and development of WGSS SoPs, use of PSS curricula, gender-sensitive awareness raising messaging and community engagement Ensure a minimum standard of capacity and awareness on GBV referrals across protection teams (including sensitive legal cases) and other sector teams to reinforce the effectiveness of the more specialized staff response Ensure Do no Harm through coordinating and harmonising effective coaching, mentorship, and trainings required for implementation - ensuring ToR and monitoring is in place for various capacity development initativies across the delivery chain Undertake field visits to monitor the quality of implementation and provide technical advice and customized and needs based capacity building to protection staff In collaboration with PIM Specialist Ensure that ethnical, consistent and sound data collection management systems are in place for GBV protection activities, ensuing availability of data analysis for informed decision making and project design; Support consortium technical focal points with the adoption of standardized methodologies (including those developed by consultants or internally) related to GBV, including associated monitoring and evaluation mechanisms; Responsible for reviewing and collating the technical activities for donor and other external reports (as required) Stay abreast of developments that have an impact on the protection environment in Sudan and provide ongoing analysis on key issues on a regular basis. Identify challenges, bottlenecks and quality concerns and risks of doing harm related to GBV programming and escalate when needed, while taking lead on identifying possible solutions Serve as PSEAH/Safeguarding focal point for the consortium management unit C
