Organizational Context and Scope Under the overall supervision of the Chief of Mission and the direct supervision of the National Programme Officer, the Project Associate – Construction Monitoring will be responsible for providing technical support to the implementation of the EU for Communities in Kosovo programme by monitoring housing reconstruction and small infrastructure interventions, conducting technical assessments, verifying compliance with approved designs, technical specifications, quality standards, donor requirements and IOM procedures. The incumbent will support the National Programme Officer in the technical oversight of construction activities throughout the project implementation cycle. Qualifications Required Qualifications and Experience EDUCATION Bachelor’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution, with three years of relevant professional experience; or High School diploma with five years of relevant professional experience. EXPERIENCE Experience in the field of construction, engineering and contract management; Experience with construction project implementation, procurement procedures, and donor-funded programmes is an advantage; Experience applying engineering standards, construction methodologies, quality assurance procedures and cost estimation techniques; Experience with international organizations, international non-governmental organizations (INGOs), and NGO’s particularly with public sector institutions and authorities involved in housing, infrastructure, construction, urban planning, or related fields is considered a strong advantage; and Experience working in multi-stakeholder environments and coordinating with governmental counterparts, donors, and technical service providers will be highly valued. SKILLS Ability to plan, organize and prioritize technical monitoring activities while working with limited supervision; Ability to write good quality reports in English, Albanian and Serbian; Personal commitment, efficiency, flexibility, and drive for results; Ability to work harmoniously with colleagues from varied cultures and professional backgrounds; and Ability to read, understand and interpret technical construction drawings, BoQs and materials and technical specifications to align with relevant national and international standards and practices. Languages All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish). REQUIRED For this position, fluency in English and Albanian or Serbian is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
