Under the general guidance of the Chief, SBC Section and in close coordination with Sectoral and Cross-Sectoral Specialists and Officers, contributes to/responsible for the design, management, monitoring and evaluation of evidence-based, inclusive and innovative SBC strategies in support of the country programme. UNICEF Ukraine country programme 2025-2029 is built around key leadership areas, namely Better Start , Better Learning and Skills, Better Care, and Better WASH with inclusion of children/persons with disabilities; and mental health and psychosocial support cutting across all these areas, thus, the incumbent will be expected to provide significant contributions to these cross-cutting themes. UNICEF Ukraine emergency response is prioritizing families with children living in the most affected areas, IDP families, and after-strike response, thus, incumbent will be expected to deliver SBC interventions in emergency response relevant to the portfolio. The incumbent’s portfolio will be focusing, but not exclusive to developing and delivering SBC interventions related to Early Childhood Development and Care, Parenting, Family Friendly Policies and Practices, access to services for children with disabilities and their parents, including related to emergency response that is multi-sectorial effort engaging with all programme sectors – Child Protection, Health, Social Policy, Education and Skills, WASH. The scope will include coordination and supporting implementation of SBC interventions at national and local level in close collaboration with Field Offices, day-to-day coordination and technical support to community level programmes and emergency response. Summary of key functions/accountabilities: Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC. Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts. Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building. Promote continuous learning, strengthening and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners. Work Experience : At least 2 years of relevant work experience in Social and Behavior Change, Social Development Programme Planning or any other related fields. Language Requirements : English - Proficient/Fluent, Ukrainian - Proficient/Fluent Desirables Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language Relevant experience in a UN system agency or organization, prior experience in social and behavior change, advocacy or communication to strengthen inclusion of children/persons with disabilities, mental health and psychosocial support Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
