The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities. How can you make a difference? Under the direct supervision of the Chief Supply & Logistics and in close collaboration with UNICEF DRC Supply & Logistics Teams, Programme Sections, Field Offices and implementing partners, the incumbent will support the Ebola emergency response in the Democratic Republic of the Congo. The position will be based in Kinshasa, with regular missions to affected provinces and response locations as required. The primary purpose of the position is to strengthen supply chain accountability, visibility and performance oversight across the entire response by establishing and leading a comprehensive End User Monitoring (EUM) and Supply Chain Monitoring framework. The function will provide independent verification that health, nutrition, vaccination, IPC/WASH, cold chain, personal protective equipment and other emergency supplies are effectively received, stored, distributed and utilized for their intended purpose at partner, facility and community levels. The incumbent will lead the development of monitoring methodologies, verification mechanisms, risk-based assurance processes, performance indicators and accountability tools to improve visibility across the end-to-end supply chain. The role will ensure systematic monitoring of supplies transferred to implementing partners and service delivery points, strengthen traceability from dispatch to end use, and identify bottlenecks, losses, diversion risks, stock discrepancies and gaps in service delivery. The position will support evidence-based operational and strategic decision making through the analysis and reporting of EUM findings, supply performance trends and accountability risks. It will further strengthen UNICEF's accountability to affected populations, government counterparts, donors and partners by ensuring that emergency supplies reach intended beneficiaries in a timely, efficient and transparent manner. Particular emphasis will be placed on strengthening oversight of partner-managed supplies, validating receipt and utilization of critical commodities, monitoring corrective actions, and providing management with actionable recommendations to enhance supply chain effectiveness, programme impact and risk mitigation throughout the Ebola response. KEY ACCOUNTABILITIES Design the End User Monitoring framework, including methodology, indicators, tools, sampling approach, data flow, quality assurance measures and field mission calendar. Coordinate and supervise End User Monitoring data collection in affected and high-risk areas, in collaboration with field offices, supply colleagues, health authorities and implementing partners. Track receipt, availability, storage, use and documentation of supplies delivered to warehouses, health facilities, community sites, treatment centres, triage points and other end-user locations.
