Overall Purpose of the Role The Technical Field Manager (TFM) is responsible for the technical leadership, operational management, and quality assurance of Humanitarian Mine Action (HMA) activities across assigned operational areas in South Sudan. The TFM ensures the safe, effective, and efficient implementation of BAC, EOD, NTS, EORE, and other HMA operations in compliance with IMAS, South Sudan National Technical Standards and Guidelines (NTSGs), DRC SOPs, and donor requirements. The position provides technical oversight, operational planning, accreditation support, quality management, staff development, and partner capacity strengthening to ensure the delivery of high-quality HMA operations. In addition, the TFM serves as DRC's senior HMA representative in the assigned field locations, ensuring effective coordination of operational support functions, logistics, administration, stakeholder engagement, and field-level representation to enable uninterrupted programme delivery. The position requires an experienced Humanitarian Mine Action professional with extensive operational experience in South Sudan, capable of providing immediate technical leadership in a complex and rapidly changing humanitarian environment. Key Responsibilities Technical Leadership & Operations Lead the planning, implementation, supervision, and quality assurance of all Humanitarian Mine Action operations within assigned operational areas on behalf of the HMA Operations Manager. Implement the operational priorities, technical direction, and management decisions of the HMA Operations Manager, ensuring effective execution in the field. Advise and provide regular updates to the HMA Operations Manager on operational progress, technical challenges, risks, resource requirements, and opportunities to support informed decision-making. Support the HMA Operations Manager in operational planning, budgeting, proposal development, accreditation, and implementation of strategic programme priorities. Ensure all HMA activities are implemented in compliance with IMAS, South Sudan National Technical Standards and Guidelines (NTSGs), DRC SOPs, donor requirements, and guidance provided by the HMA Operations Manager. Escalate operational, technical, security, or compliance issues that may affect programme delivery to the HMA Operations Manager, and recommend appropriate mitigation measures. Review and endorse operational plans, technical documentation, and reports before submission to the HMA Operations Manager. Act on delegated authority from the HMA Operations Manager for the day-to-day management of field operations Coordinate closely with other Technical Field Managers, Team Leaders, and Supervisors to ensure consistent implementation of HMA operations, harmonization of technical standards, and effective resource utilization across all operational areas. Promote the exchange of technical knowledge, operational lessons learned, and best practices among field management and operational staff to strengthen programme quality and continuous improvement. Facilitate regular technical discussions and peer reviews with Technical Field Manager(s), Team Leaders, and Supervisors to address operational challenges, share innovations, and improve operational effectiveness. Support the development of standardized operational procedures, technical guidance, and lessons learned based on field experience and emerging operational needs. Foster collaboration and teamwork across field locations to ensure consistency in the application of IMAS, South Sudan NTSGs, DRC SOPs, and donor requirements. 2.
