About this position We are looking for a consultant with experience in health project implementation, to support the growing portfolio of The Health Nutrition and Population Division (HNP) in Haiti. The consultant will be based in Panama, with frequent missions to Haiti. The Health Nutrition and Population Division (HNP) is responsible for the preparation and supervision of IDB operations in borrowing member countries, with a mandate to support more equity, effectiveness and cost effectiveness in their policies and programs towards Universal Health Coverage, supporting the areas of: (i) health networks strengthening, organization and performance of health systems, (ii) health, nutrition, and population-based interventions to improve health outcomes; (iii) health capital investment strategies (iv) health system financing, and epidemiologic-demographic transition. In the specific case of Haiti, HNP has been managing a growing health portfolio centered on promoting an integrated health network approach, based on essential care. The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services to citizens. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups. What you’ll do Project monitoring and Reporting Support the monitoring and implementation of health-related activities in the IDB portfolio under HNP’s responsibility, under the supervision of the Health Specialist for Haiti/Project Team Leader. Review and quality-control key planning, implementation, and reporting documents produced by the project executing unit (PEU) of IDB investment operations (e.g., HA-J0007, HA-J0008, HA-J0012)—including Annual Operating Plans, Multi-year Execution Plans, Procurement and Financial Plans, disbursement requests, Semi-Annual Progress Reports, and mid-term/final evaluations—to identify risks and opportunities, ensure alignment with Bank objectives, and verify compliance with relevant policies and guidelines. Support the preparation of internal reports, including semi-annual Project Monitoring Reports (PMRs), annual Technical Cooperation reports, Project Completion Reports, and other corporate reporting contributions requested by, or of HNP. Provide technical and operational input for the design and monitoring of research and consultancy activities financed through Technical Cooperation programs (e.g., HA-T1313, HA-T1336, HA-T1350). Provide logistical, technical, and administrative support to the project team, including coordination meetings with the PEU and Team Leader, production of briefings and meeting minutes or draft aide-memoire, and budget tracking. Participate in planning activities, regular field visits where security conditions allow, and the organization of design and administrative missions. Strategic Planning and Sector Dialogue Assist the Health Specialist for Haiti/Team Leader in gathering and analyzing health sector data and relevant initiatives to inform priorities, guide targeted interventions, identify risks and bottlenecks, support stakeholder dialogue, mobilize partners, address portfolio challenges, and advance Haiti’s health agenda. Contribute to strategic discussions and engagement with national counterparts, development partners, and internal teams to promote alignment and coordination in the health and social protection sectors. Support the Health Specialist/Team Leader in preparing Project Profiles and other comprehensive project documents. Support the Health Specialist in producing regular briefing the Country Representative and Division Chief on Haiti’s health sector context and HNP portfolio performance.
