DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $10million, and with approximately 180+ staff, DRC is focusing its response in protection and economic recovery sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and RIMS teams. About the job: Under the supervision of the Head of Programme, and in close coordination with the Grants and Partnerships Coordinator, Protection Manager, GBV/CP Specialist, MEAL team, and Prorgamme Manager, the Programme Officer - Partnerships and Capacity Strengthening will support the development and implementation of DRC Lebanon's partnership and localization agenda. The role is responsible for strengthening strategic partnerships with local and national organizations, supporting partner engagement throughout the partnership lifecycle, and leading technical and organizational capacity-strengthening initiatives. The position will contribute to partner identification, assessment, onboarding, monitoring, compliance support, capacity development planning, and technical accompaniment to ensure quality programme implementation and sustainable partner growth. The role will coordinate technical capacity-building efforts across DRC's sectors and partners, ensuring that partnership approaches contribute to localization objectives, programme quality, accountability, and long-term institutional strengthening. The role is further expected to manage the administrative side of the partnerships and grants work as well. Your main duties and responsibilities will be: Technical Capacity Strengthening (40%) Lead partner capacity assessments in collaboration with technical sectors, MEAL, Grants and Partnerships, Finance, Supply Chain and HR teams. Coordinate the development and implementation of partner capacity-strengthening plans based on identified needs and organizational priorities. With the support of CP/GBV Specialist, Protection Manager, Grants and Partnerships Coordinator, conduct technical, organizational and programmatic capacity assessments and gap analyses. With the support of CP/GBV Specialist, Protection Manager, Grants and Partnerships Coordinator develop capacity-strengthening frameworks, learning pathways and monitoring tools. With the support of CP/GBV Specialist, and Grants and Partnerships Coordinator, coordinate delivery of trainings, coaching, mentoring and accompaniment initiatives for partners. Support technical specialists in rolling out sector-specific capacity-building initiatives. In collaboration with the MEAL Coordinator, establish mechanisms to monitor progress in partner capacity development and institutional growth. Support documentation and dissemination of lessons learned, good practices and success stories related to partnership and capacity-strengthening initiatives. Facilitate peer-to-peer learning opportunities among partners and communities of practice. Partnership Management and Localization (35%) Support the implementation of DRC Lebanon's Partnership and Localization Strategy. In coordination with the Grants and Partnerships Coordinator, identify, map and engage prospective local and national partners, including civil society organizations, community-based organizations, governmental actors and relevant networks, including private sector. Support partner vetting, due diligence, assessments, and onboarding processes in accordance with DRC policies and donor requirements. Maintain regular communication and relationship management with partner focal points and DRC teams. Facilitate partner engagement throughout project design, implementation, monitoring and learning processes. Coordinate partnership review meetings, kick-off meetings, learning events and close-out processes. With the support of the Grants and Partnerships Coordinator, monitor partnership performance and support the identification and mitigation of implementation risks.
