AI Application Assistant Details Result of Service A concise, peer-reviewed quality report providing a comprehensive flyway-wide baseline assessment of the conservation status of migratory terns in the EAAF and WPMF, with particular reference to Little, Roseate and Black-naped Terns. The report will consolidate current knowledge on population trends, threats, existing protections, and conservation actions; identify critical knowledge gaps; and produce actionable, prioritised recommendations for management, research, and policy, directly supporting the four-way information exchange between Australia, Japan, China, and the Republic of Korea, and contributing to the CMS FWG Seabirds Thematic Sub-group. Work Location Remote/Home Based Expected duration 6.5 Months Duties and Responsibilities The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aimed at the conservation and sustainable use of migratory species and their habitats. Numerous additional intergovernmental instruments on migratory species conservation have been adopted under the broad umbrella of CMS which are supported by the CMS Secretariat. The CMS Secretariat also provides the Secretariat for the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS). In addition, two regional agreements on migratory species adopted under CMS have their own Secretariats which are co-located with the CMS Secretariat in Bonn - the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) and the Agreement on the Conservation of European Populations of Bats (EUROBATS). The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. In the present context, UNEP provides the administrative functions for the CMS, AEWA, ASCOBANS and EUROBATS Secretariats. The East Asian–Australasian Flyway (EAAF) and the West Pacific Marine Flyway (WPMF) are among the most ecologically significant and threatened migratory seabird routes in the world. Migratory tern populations across these flyways have declined markedly in recent decades, yet no consolidated flyway-wide baseline assessment of their conservation status currently exists. The conservation status of migratory terns has been identified as a priority by Australia and its bilateral migratory bird partners: the Governments of Japan, the People's Republic of China, and the Republic of Korea. The three species of immediate concern are Sternula albifrons, Sterna dougallii, and Sterna sumatrana which have all declined across the flyway. This fact has also been expressed as concern in the context of regional bird conservation agreements JAMBA, CAMBA, and ROKAMBA. A robust, evidence-based literature review delivered will provide the essential technical foundation for those discussions and contribute directly to the CMS FWG Seabirds Thematic Sub-group agenda. Legislative authority for this work derives from: Resolution 12.11 (Rev.COP15) Flyways; Resolution 15.9 Seabirds and Marine Flyways; Resolution 14.20 Potential Avian Taxa for Listing; CMS Appendix I and II listings. The CMS Resolution 12.11 (Rev.COP15) Flyways and Resolution 15.9 Seabirds and Marine Flyways, has renewed and strengthened the mandate of the Flyways Working Group (FWG) and its comprehensive Programme of Work 2026-2029 (POW) covering waterbirds, seabirds, and landbirds across all major flyway systems. Building on this mandate, the FWG established a dedicated Seabirds Thematic Sub-group at its Third Meeting (April 2024), which developed the scientific and policy groundwork for the landmark formal recognition of marine flyways as a new inter-governmental conservation framework for seabirds, adopted at COP15. The East Asian–Australasian Flyway (EAAF) and the West Pacific Marine Flyway (WPMF) fall squarely within the scope of this renewed mandate. The consultancy described here directly supports the implementation of Resolution 12.11 (Rev.COP15) Flyways and Resolution 15.9 Seabirds and Marine Flyways looking specifically to the conservation status of migratory terns in the EAAF and the WPMF.
