Colleagues.org Details Org. Setting and Reporting This position is located in the Service Delivery Management Pillar of the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The Senior Supply Officer reports directly to the Chief Service Delivery Management. The Senior Supply Officer manages overall operations and logistical support to all mission components by planning, coordinating and delivering of supply services including management of staff and budgetary resources. Responsibilities Within delegated authority, the Senior Supply Officer will be responsible for the following duties: • Manages Life Support and related service issues that affect the field mission, including managing, coordinating and supervising the work of the General Supply Unit, Rations Unit and Fuel Unit. • Formulates and oversees life support and supplies required by the field mission. • Coordinates between senior management at Mission, UNHQ, and as applicable, UN Agencies, Programmes and Funds to establish priorities and develop comprehensive life support plans. • Manages Life Support Section’s input into the acquisition process, e.g., budget formulation, acquisition planning, development of scopes of work, specifications, requisitions, participation in technical evaluations, preparing submissions to Local Committee Contracts (LCC). • Ensures the compliance to Quality Management for food, fuels and general supplies, food safety, fuel safety and environmental aspects with UN standard and policy directives. • Develops and recommends mission life support operations Results Based Budgeting (RBB) and detailed budget submissions, incorporating all requirements of the various clients, ensuring that funds proposed are adequate to meet support services and needs. • Monitors high value expenditures and approves requisitions for provision, acquisition, and contracting of services and acquisition of equipment and supplies. • Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices in life support issues, standards and procedures. • Manage and administer all contracts for Life Support Commodities, General Supplies and Services. • Develops Life Support Section’s work plans and monitors their implementation. • Develops, trains, and monitors performance of personnel within the Section. Interviews/evaluates candidates for job openings. • Performs other related duties as required. Competencies Professionalism: Ability to apply UN rules, regulations, policies and guidelines in work situations and develop SOPs and procedures for all areas of Life Support commodities in a Field Mission. Ability to apply discretion and sound judgment in applying technical expertise to resolve complex and/or sensitive issues. Knowledge of rations, fuel and general supply operations, procedures and practices in a peacekeeping Mission. Ability to provide professional technical advice in a broad range of life support areas. Excellent negotiating, leadership and contract management skills.
