Organizational Context and Scope Under the overall supervision of the Monitoring and Evaluation Officer and direct supervision of the national Monitoring and Evaluation Officer, and in close coordination with the programme staff, support staff and field office staff, the Senior M&E Associate will be responsible for supporting the implementation of monitoring activities, data collection tool preparation, data collection activities across the mission, drafting monitoring and internal survey results, build capacity of enumerators and assist in Suring data verification and quality check. Qualifications Required Qualifications and Experience Education University degree in monitoring and evaluation, statistics, antropology, law, development studies, political or social sciences or a related field from an accredited academic institution and five years of practical experience in the field; or Completed High School degree with seven years of relevant professional experience in the development and implementation of M&E and AAP frameworks Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in developing and implementing monitoring plans for post-conflict / recovery programs. Experience supervising, and directing data enumerators in transitional/post-conflict contexts. Previous experience in monitoring in the context of durable solutions to displacement is highly advantageous. Previous working experience in monitoring in Iraq is highly advantageous. Willingness to conduct constant travel within Iraq. Experience in carrying out interviews, focus group discussions, data collection and assessments. Skills Monitoring & Evaluation techniques: Solid skills in formulating indicators (including SMART indicators), developing data collection tools, and using results to assess project effectiveness. Able to triangulate information from different sources (monitoring reports, field observations, stakeholder interviews) for comprehensive analysis. Data management: Able to set up and maintain organized databases. Understands data quality principles and can perform data cleaning and validation. Capable of calculating indicators (percentages, rates of change, etc.) and disaggregating data (by gender, age, location) for reporting. Attention to detail: Vigilant in verifying data accuracy and consistency. Capable of spotting anomalies in data and investigating causes (e.g., sudden drop in beneficiary numbers) to ensure credible reporting. Reporting and visualization: Excellent writing skills to produce clear, concise and informative reports. Able to translate data into tables, graphs or charts for reports and presentations. Experience preparing visual dashboards or summaries for decision-makers is helpful. Problem-solving: Proactive in identifying implementation issues through monitoring and suggesting practical solutions. For instance, if an activity is under-achieving, able to analyze why and propose adjustments to the Project Manager.
