This is an expedited recruitment process, open for applications from internal and internal-equivalent candidates only. Organizational Context and Scope Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management (HoRM) in Pohnpei, the Budget Officer will be responsible and accountable for supporting the planning, coordination, monitoring, analysis and reporting of mission budgets, in accordance with IOM financial regulations, policies and procedures and applicable donor requirements. Qualifications Required Qualifications and Experience Education Master's degree in finance, accounting, business administration, management, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in budget planning, monitoring, forecasting and financial reporting, preferably in an international organization or similar environment; Experience in working with implementing partners; Experience in the use of office software packages (Microsoft Word, Excel, etc.) and knowledge of spreadsheet and data analysis; Experience in the application and monitoring of administrative and internal control procedures; Experience managing financial processes for donor-funded projects, including projects funded by the United States Department of State (USG Projects) is an advantage; and, Experience in the Pacific region is an advantage. Skills Ability to work closely with government and international officials; Demonstrated ability to act independently and exercise sound judgment; Ability to work under pressure; Demonstrated ability to prepare clear and concise reports; Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage; and, Knowledge of Oracle or other Enterprise Resource Planning (ERP) systems is an advantage. Languages For this position, fluency in English is required (oral and written). Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
